A delivery is only verifiable when the record answers four questions at once: what was delivered, where, when and who confirmed it. Any one of those missing turns a report into an assertion.
QR identity issued at stock creation, scan events with timestamp and GPS, a photograph at the handover point and an OTP or signature from the receiver together produce a record that can be reviewed line by line.
The design goal is not more data. It is a record where each field can be independently corroborated by another field.
